Phone being tapped?

Lately there are news circulating around the neighborhood. It seems that there are phone lines being tapped around X-T's housing area. Some were experiencing problem connecting to the Internet, some were having problem with their house phone and some of the houses realized that their house phone numbers were being 'changed' unexpectedly. We suspected the people who has been climbing up the poles outside for the last one week is doing something fishy with the phone cables. Well, we'll need to keep track on the next phone bill for any unusual outgoing calls.
